Separation of duties becomes the AI control primitive

Window: October 14, 06:56 → October 15, 06:56, São Paulo (09:56 UTC → 09:56 UTC) · Signals: 3 primary, 4 quick hits

Three signals cleared the strict 24-hour and novelty filters. Google publicly released Deep Review, a four-stage agentic verification pipeline that separates document segmentation, compute allocation, parallel checking and grounded synthesis after pilots covering more than 16,000 opt-in conference submissions. GitHub updated HydraFusion so drafting, judging, repair and parallel workspace inspection can use different models and reasoning budgets rather than one undifferentiated model call. The Financial Stability Board then finalized twelve sound practices that make board ownership, lifecycle risk management, risk-proportionate human oversight and third-party dependency management part of institution-wide AI governance. Together, these signals show a common design shift: reliable AI depends on bounded roles with distinct authority and evidence, not one agent reviewing and authorizing itself.

Verification is becoming its own production workload

What
Evidence: Google Research announced the public release of Deep Review on October 14. The system decomposes a document into overlapping logical segments, allocates compute according to information density, runs specialized verification agents in parallel and uses a separate synthesis stage for cross-section consistency, grounding and additional tool calls. Its predecessor, the Paper Assistant Tool, was offered to more than 16,000 opt-in authors across STOC, ICML, NeurIPS and ICLR pilots; the tool remained separate from official conference review. Public users receive two complimentary reviews per week, and uploaded documents are not used for model training but are retained for one year for display. Google reports positive pilot feedback and earlier benchmark improvements, but the current Gemini 4 Argon implementation has no independently published effectiveness study. The page exposes only an October 14 date, so inclusion is date-verified rather than minute-verified.
Why
Interpretation: Verification is no longer a final prompt attached to generation; it is a resource-scheduled pipeline with its own decomposition, coverage and synthesis problems. That is genuine structural separation, but multiple agents using related models and one vendor's harness are not automatically independent evidence. The weak assumption to reject is that self-critique becomes trustworthy merely because it is parallel or multi-agent.
Implication
Strategic implication: Separate authoring, verification and acceptance in the AI Operating Model. Freeze the artifact and evaluation criteria before review; measure error recall, false positives, uncovered sections and reviewer effort; and require humans to own consequential judgments. For high-stakes work, diversify verification methods and models, preserve claim-to-evidence links and prevent the producing workflow from modifying the acceptance test or its results.

The model picker is becoming a workflow scheduler

What
Evidence: GitHub updated its HydraFusion research preview on October 14 with an expanded pool containing Claude Opus 5.5, GPT-6 Astra, GPT-6.1 Sol and GPT-6 Luna. The orchestration now assigns medium effort to initial drafts and high effort to review, can insert a judging stage that requests repair only when needed, and uses parallel critic models that inspect the actual workspace rather than relying primarily on textual summaries. A new Max option spends more reasoning on demanding work. The release is available across VS Code, the Copilot app and Copilot CLI, subject to organizational model policy. GitHub supplied no new comparative evaluation results with this update, and the changelog provides no minute-level timestamp, so both performance and exact-window timing remain uncertain.
Why
Interpretation: Model selection is moving from a user choice to a runtime scheduling decision over stages, effort levels and verification roles. This can improve cost-quality tradeoffs and reduce summary loss, but it also makes the execution route less visible: the displayed product name no longer identifies which models acted, which one judged or what evidence triggered repair. Orchestration creates separation of duties only when the stages are observable and their failure modes are not perfectly correlated.
Implication
Strategic implication: Treat model-orchestration policy as versioned production code. Record every stage, model, effort level, tool access, judge decision, repair request, cost and acceptance result; evaluate the entire route on representative tasks and regressions; and test model-pool changes as behavioral migrations. Keep a provider-independent acceptance gate for consequential changes and expose enough route evidence for incident reconstruction and cost attribution.

Human oversight needs triggers, not a generic human-in-the-loop label

What
Evidence: The Financial Stability Board published its final Sound Practices for Responsible Adoption of AI on October 15; Reuters timestamped the release at 04:02 UTC, inside this window. The twelve practices assign boards and senior management responsibility for aligning AI with business model, strategy and risk appetite, and cover role definition, documentation, materiality assessment, technology selection, data governance, explainability and compensating controls, performance evaluation, human oversight, cyber and ICT risk and third-party dependencies. The FSB says the practices are a non-binding toolkit to adapt to each institution's context; they are not new law. In its comparison with the June draft, Reuters reports that the final text strengthens agentic-AI oversight and calls for clear, risk-based triggers for human approval in higher-risk use cases.
Why
Interpretation: 'Human in the loop' is too vague to function as a control. Effective oversight depends on which decisions require intervention, what evidence reaches the reviewer, whether the reviewer has time and authority to refuse, and what happens when no qualified human is available. The framework also places AI inside existing cyber, third-party and enterprise-risk systems rather than treating it as a separate innovation program.
Implication
Strategic implication: Compile risk appetite into explicit approval triggers based on effect, autonomy, uncertainty, reversibility and dependency concentration. Define who may approve, the evidence they must receive, response-time and workload limits, escalation and fail-safe behavior, and the audit record produced. Give the board aggregate exposure and exception metrics while operational owners test shutdown, provider failure, model substitution and recovery.

Quick hits

Domain skills and an external workspace beat context stuffingGoogle Research expanded experimental access to its Geospatial Reasoning agent and published evaluations that separate standalone models, basic tools, domain skills and upfront planning. The system processes large spatial layers in a workspace outside the context window while showing plans and data sources. The associated paper was submitted October 11; the new access and results blog is dated October 14, with no minute exposed.CodeMender adds standard findings and invocation accountingGoogle's October 14 CodeMender 0.15.0 update adds SARIF 2.1.0 rule descriptors, severity and repository-relative locations for GitHub Code Scanning, plus model-invocation counts by session and turn. This is a small but useful move toward interoperable security evidence and cost-aware agent operations; the release notes provide no outcome-quality measurements.Free today: enterprise architecture for approval boundariesBCS is running a free virtual Enterprise Architecture conference on October 15 from 18:00 to 20:30 UK local time. The agenda includes architecture patterns for autonomy versus approval and an AI gateway session. Registration was open when verified; availability can change.Free virtual session: real-time coding-agent controlODSC AI will host a free virtual session on October 28 at 11:30 PDT covering what to monitor, how to detect risky behavior and when humans should intervene. Registration requires host approval, so this is an opportunity rather than guaranteed admission.
